Establishes a fee schedule allowing the city of Minneapolis to charge scrap metal dealers and vehicle operators up to 72 cents per transaction for using the automated property system, with the fee covering operating and maintenance costs.

Authorizes the state auditor to examine the fee schedule and associated costs at any time, with Minneapolis required to pay examination costs under existing audit provisions.

Requires Minneapolis to report biennial to the state auditor and relevant legislative committees on the automated property system's fee formula, direct operating costs, and receipts/expenses, continuing until January 15, 2020, then every four years thereafter.

Delays the effective date of automated property system requirements from January 1, 2015 to February 15, 2016, and prohibits enforcement of these requirements until May 15, 2016.

Simplifies scrap metal dealer registration requirements by removing the criminal alert network notification system obligations and reducing the annual registration fee purpose.
