Changes the multijurisdictional reinvestment program from "created" to "authorized," allowing participating entities flexibility in program implementation.

Expands eligible participants to include the Hennepin County Housing and Redevelopment Authority and any watershed district entirely or partially located in Hennepin County.

Changes program activities from mandatory ("must") to discretionary ("may"), allowing participants to selectively include housing rehabilitation, environmental cleanup, green space creation, park development, and economic development projects.

Adds economic development and job creation as explicit activities the program may include.

Authorizes the Hennepin County Housing and Redevelopment Authority, in addition to Hennepin County, to appropriate funds and issue bonds for program activities, including projects in designated transit improvement areas.
