Abolishes privatization of water and wastewater treatment by repealing Minnesota Statutes sections 471A.01 through 471A.12, which previously authorized private vendor contracts for wastewater treatment facilities.

Amends section 116.18 to remove references to capital cost component grants for municipalities contracting with private vendors for wastewater treatment operations.

Establishes that wastewater facilities in the seven-county metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Washington) designed or built under previous privatization authority must remain under public ownership of the council.

Removes property tax exemptions and other provisions related to private wastewater treatment service contracts from Minnesota Statutes.

Modifies the definition of "project" under municipal development authority law to eliminate references to privatized water and wastewater treatment facilities.
