Increases state reimbursement for reduced-price student lunches from 12.5 cents to 52.5 cents per lunch, effective fiscal year 2015 and later.

Maintains 12.5 cents per lunch reimbursement for full paid and free student lunches.

Requires schools receiving school lunch aid to provide meals without charge to all students who qualify for free or reduced-price meals.

Appropriates $13,032,000 for school lunch aid in fiscal year 2014 and $16,643,000 in fiscal year 2015.
