Appropriates $6,700,000 from bond proceeds to the Commissioner of Natural Resources for designing, constructing, rehabilitating, furnishing, and equipping Building 67 (the Administration Building) at Fort Snelling Upper Post

Allocates up to $500,000 of the appropriation for designing and constructing bicycle and pedestrian paths connecting the Fort Snelling light rail transit station to historic Fort Snelling and the upper post area

Makes the appropriation contingent upon at least $13,400,000 being committed from nonstate sources for renovations to an upper post barracks building and confirmation of sufficient funds to complete both projects

Requires both building renovations to comply with the Secretary of the Interior's Standards for Rehabilitation and allows the Commissioner to enter into lease-management agreements with provisions for lessee maintenance responsibility and limited public historical access

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $6,700,000 to provide funding, effective upon final enactment
