Modernizes higher education terminology by replacing "Minnesota Office of Higher Education" with "office" and standardizing references to academic terms and institutional boards throughout Minnesota Statutes chapters 136A and 136F.

Expands hepatitis information requirements for postsecondary institutions to include transmission, treatment, and prevention details for hepatitis A, B, and C, and extends coverage to all first-time enrollees rather than only on-campus residents.

Adds grant eligibility extensions for students who withdraw for active military service (after December 31, 2002) or major illness, entitling them to an additional semester or equivalent of grant eligibility.

Removes outdated provisions and consolidates definitions, including establishing "award year," "commissioner," and "term" as standard definitions, and simplifying references to federal loan programs and institutional designation language.

Repeals obsolete statutory sections and Minnesota Rules parts related to higher education administration, loan programs, and institutional governance that are no longer needed or have been superseded by current law.
