Suspends development and implementation of the provider peer grouping system under the all-payer claims database until the legislature authorizes resumption of this activity.

Restricts uses of all-payer claims data to: evaluating the health care home program, studying hospital readmission trends with the RARE campaign, analyzing health care cost and quality variations by geography or population, and evaluating the state innovation model testing grant.

Authorizes the commissioner to publish results from these authorized uses as long as individual hospitals, clinics, or providers cannot be identified.

Convenes a 17-member work group with representatives from medical associations, hospitals, health plans, academia, state agencies, safety net organizations, and consumers to develop recommendations on expanded uses of the all-payer claims database.

Requires the commissioner to submit work group recommendations to legislative committees by February 1, 2015, addressing parameters for data use, governance structures, funding mechanisms, data access infrastructure, privacy protections, and needed resources.
