Defines "threading" as a hair removal method using cotton thread on eyebrows, upper lip, and other body parts, excluding chemical or wax-based treatments, but allowing incidental use of over-the-counter astringents, gels, powders, tweezers, and scissors.

Exempts persons who perform threading from licensing requirements under Minnesota Statutes sections 155A.21 to 155A.36.

Exempts facilities that provide only threading services from the requirement to obtain a salon license.

Directs the Board of Cosmetologist Examiners to amend Minnesota Rules part 2105.0100 to classify threading as an unregulated service rather than a practice of cosmetology.

Authorizes the board to use the good cause exemption process under Minnesota Statutes section 14.388 to adopt these rules without complying with standard rulemaking procedures under section 14.386.
