Amends Minnesota law governing forma pauperis (in-forma-pauperis) proceedings to allow courts to order partial payment or reimbursement of court fees and costs from parties who do not fully qualify for fee waivers.

Establishes eligibility criteria for forma pauperis status, including persons receiving public assistance, those represented by civil legal services programs, or persons with annual income not exceeding 125 percent of the federal poverty line.

Allows courts to order a $75 fee or partial payment of fees, costs, and security for costs from parties who do not meet full eligibility criteria but cannot pay all costs; amounts collected are deposited to the state general fund.

Creates new authority for courts to order reimbursement of previously waived or partially waived fees and costs if a party's financial circumstances improve or they no longer meet eligibility criteria during the action.
