Repeals 15 obsolete statutory sections and subdivisions governing the Metropolitan Council, including outdated provisions on town planning deadlines from 1976 and former commission procedures.

Makes technical corrections to statutory language regarding housing opportunities allocations, plan review timelines, and personnel matters, removing time-specific deadlines that have already passed.
