Amends Minnesota Statutes section 174.40, subdivision 6 to modify eligibility requirements for Safe Routes to School program grants.

Prohibits the commissioner from awarding grants to local units of government for sidewalk or bikeway projects that are adjacent to or pass through unimproved parcels at the time of program implementation.

Defines "unimproved parcel" as land abutting an unimproved municipal street without sewer or water utilities, or abutting an improved street with utilities but lacking an authorized structure or containing an unoccupied structure.

Maintains existing evaluation criteria requiring projects to improve safety and encourage nonmotorized transportation to schools and comply with Federal Highway Administration requirements.

Effective the day following final enactment.
