Increases the annual program growth factor for the adult basic education program from 1.025 to 1.03, effective for state aid in fiscal year 2015 and later.

Appropriates $48,791,000 for adult basic education aid in fiscal year 2014 (including $6,284,000 for 2013 and $42,502,000 for 2014).

Appropriates $48,414,000 for adult basic education aid in fiscal year 2015 (including $4,722,000 for 2014 and $43,692,000 for 2015).

Amends Minnesota Statutes section 124D.531, subdivision 1, to allow growth based on the lesser of the new 1.03 factor or the average growth in state total contact hours over the prior ten program years.
