Changes extended time revenue calculation to link to the basic formula allowance instead of a fixed $5,017 amount per adjusted pupil unit for students in excess average daily membership between 1.0 and 1.2.

Increases the eligibility threshold for English learner services from five to seven years of average daily membership in Minnesota public schools since July 1, 1996, effective for state aid in fiscal year 2015 and later.

Increases the safe schools levy maximum from $36 to $45 per adjusted pupil unit for district expenditures on school safety, prevention programs, counselors, nurses, and security enhancements.

Raises the intermediate school district safe schools levy authority from $10 to $15 per adjusted pupil units for member districts, effective for taxes payable in 2015 and later.
