Establishes advisory task force to annually review wolf management plan, including representatives from environmental, agricultural, hunting, wolf advocacy, and government organizations, plus independent biologist and private citizens

Allows commissioner to close federally recognized tribal lands to wolf hunting and trapping upon request from tribal leadership

Prohibits baiting wolves within ten miles of tribal lands where wolf hunting is prohibited

Suspends all wolf hunting and trapping seasons until commissioner provides: comprehensive public data on wolf deaths, public sentiment study, best management practices for livestock producers, map of human-wolf conflicts, and increased wolf counters in zone B

Requires annual wolf census and educational materials to reduce conflicts between wolves and humans as part of updated wolf management plan
