Increases the expenditure threshold for school district capital projects exempt from commissioner review from $1,400,000 to $2,000,000 per school site when the district has no capital loan outstanding.

Expands automatic exemptions from review requirements to include facility additions, maintenance projects, remodeling projects, and technology-only capital projects funded by general education revenue, deferred maintenance revenue, alternative facilities bonding, lease levy proceeds, bond proceeds, or health and safety revenue.

Eliminates the previous requirement for the commissioner to grant exemptions after reviewing written requests from school districts, replacing it with automatic exemptions for specified funding sources.

Streamlines information requirements for school boards proposing facility construction, expansion, or remodeling by reducing the number of required information items from 16 to 6 and consolidating compliance confirmations into a single item addressing contracting law, sustainable design, HVAC standards, acoustics, fire code, building code, and infrastructure consultation.

Repeals the existing subdivision 1 of section 123B.71.
