Reorganizes and updates membership provisions for Minnesota State Retirement System, Public Employees Retirement Association, and Teachers Retirement Association by consolidating and clarifying inclusion and exclusion criteria.

Expands included employees in state retirement systems to add employees of the Minnesota State Retirement System, State Agricultural Society, Gillette Children's Hospital Board, and Conservation Corps Minnesota (if approved).

Reorganizes excluded employee provisions by consolidating scattered clauses into clearer groupings covering students, temporary workers, elected officials, independent contractors, religious order members, and reemployed annuitants.

Adds specific exclusions for reemployed annuitants of various state retirement plans and provides exceptions for certain legislative temporary employees.

Changes definition of "teacher" under Teachers Retirement Association to exclude University of Minnesota employees, annuitants reemployed after retirement, and employees of Independent School Districts 625 and 709; effective July 1, 2014.
