Requires all Minnesota district and charter schools to implement a Response to Intervention (RtI) model at grades determined by the commissioner, with implementation date of August 1, 2017.

Mandates three annual benchmarking assessments in reading and math using state assessment tools or predictive equivalents to identify students not on target for proficiency.

Establishes RtI guidelines requiring scientifically valid interventions, progress monitoring, parent input, and data-based problem analysis to improve academic performance and close achievement gaps.

Directs the commissioner to adopt rules for the RtI model by August 30, 2015, and to provide leadership and assistance to schools through regional centers, the Minnesota Response to Intervention Center, or other methods.

Creates a statewide testing committee to determine how the state test can serve formative assessment purposes, enable fall/winter/spring benchmarking, provide value-added analysis, and make international comparisons to NAEP, TIMSS, and PISA assessments.
