Establishes definition of "primary driving supervisor" as a person who supervises a majority of supervised driving time for instruction permit holders under age 18 and meets applicable supervision requirements.

Increases required supervised driving hours for provisional license applicants from 30 to 40 total hours, with at least 15 nighttime hours (up from 10), and requires a supervised driving log with dates, lengths, and primary supervisor signature.

Allows applicants to reduce additional supervised driving requirement from 10 hours to zero if the primary driving supervisor completes a supplemental parental curriculum.

Requires commissioner to establish an optional 90-minute minimum supplemental parental curriculum for primary driving supervisors covering graduated driver licensing, novice driver safety risks, and adult influence on driving behavior.

Changes effective date to January 1, 2015, except supplemental parental curriculum provision which is effective upon final enactment.
