Increases total aid for Minnesota cities under section 477A.013, subdivision 9 from $509,098,012 to $564,975,921 for aids payable in 2015 and thereafter.

Modifies city formula aid calculation for 2015 and beyond to base subsequent year aid on the previous year's formula aid rather than certified aid, with the aid gap percentage applied to the unmet need difference.

Adds new provision allowing cities whose previous year certified aid exceeds their unmet need plus aid adjustment to have their formula aid adjusted downward to equal their unmet need.

Requires the Department of Revenue to calculate the aid gap percentage so that total aid distributed equals the amount available under section 477A.03.

Changes apply to aids payable in calendar year 2015 and thereafter.
