Amends Minnesota Statutes 2013 Supplement, section 124D.165, subdivision 5, to establish a due date for an evaluation report of the early learning scholarships program.

Requires the commissioner to contract with an independent contractor to evaluate the early learning scholarship program.

Evaluation must include recommendations regarding appropriate scholarship amount, efficiency and effectiveness of administration, and impact on kindergarten readiness.

Commissioner must submit written evaluation report by January 15, 2016, to chairs and ranking minority members of legislative committees and divisions with primary jurisdiction over kindergarten through grade 12 education.
