Allows permit applicants to request that overweight and oversize permits expire on the same date as the vehicle's registration, rather than on a fixed annual cycle.

Requires proportional fee calculations for annual permits that expire on the vehicle's registration date, based on the portion of the year remaining until expiration.

Applies to permits issued under sections 169.826 (overweight permits), 169.8261 (certain vehicles), 169.863 (pulpwood vehicles), 169.865 (six and seven-axle agricultural vehicles), and 169.866 (certain vehicles).

Amends fee structures for six-axle agricultural vehicles ($300 or proportional amount), seven-axle agricultural vehicles ($500 or proportional amount), and other vehicle permits ($850 or proportional amount) to account for partial-year permits.

Effective November 30, 2016, for permits issued on or after that date.
