Adds exemption for facilities producing less than 400,000 tons of chemicals annually from mandatory environmental impact statement requirements.

Clarifies that facilities using only cellulosic feedstock to produce chemical products for use as feedstock by other facilities are not considered fuel conversion facilities under environmental review rules.

Maintains environmental assessment worksheet requirements for ethanol plants, biobutanol facilities, and cellulosic biofuel facilities unless they meet other action category thresholds requiring such worksheets.
