Defines "bulk distilled spirits" as containers exceeding one gallon and "bulk wine" as containers of five or more gallons for regulatory purposes.

Establishes microdistillery licenses allowing on-premises sampling of up to 15 milliliters per variety per person (maximum 45 milliliters daily) and authorizes municipalities to issue cocktail room licenses for on-sale consumption of distiller-produced spirits.

Increases farm winery annual sales limit from 50,000 to 65,000 gallons and permits storage of finished wine and distilled spirits at noncontiguous warehouse locations owned and managed by the farm winery.

Increases wine license alcohol content limit from 14 percent to 24 percent by volume and removes requirement that wine sales accompany food purchases; expands small brewer growler sales to include Sundays with local jurisdiction approval.

Grants special licensing authority to Minneapolis for various cultural institutions (American Swedish Institute, Minneapolis Institute of Arts) and allows extended alcohol service hours until 4:00 a.m. during the 2014 MLB All-Star Game in Hennepin County.
