Requires agencies to submit biennial reports by December 1 of odd-numbered years (beginning December 1, 2015) identifying obsolete, unnecessary, or duplicative rules, with explanations and repeal timelines or draft bills for repeal.

Creates new section 14.105 establishing a rule notification list where persons can register to receive notice of rule proceedings via email or mail, with agencies required to post registration information on their websites.

Expands expedited rulemaking process (section 14.389) to allow agencies to adopt rules for incorporating specific codes/standards, conforming to federal/state law changes, repealing obsolete rules, and adopting noncontroversial rules; requires 30-day comment period and administrative law judge review before publication.

Simplifies statement of need and reasonableness requirements by reducing eight numbered items to four consolidated items focusing on affected persons, probable costs and benefits, federal regulation differences, and cumulative regulatory effects.

Modifies notice and hearing procedures to allow electronic transmission of documents, permits agencies to omit proposed rule text from mailed notices if included in State Register publication, and allows administrative law judges to disregard procedural errors that did not deprive parties of meaningful participation.
