Allows the City of Edina to use tax increments from its Southdale 2 Tax Increment Financing District to provide improvements, loans, subsidies, grants, and other assistance to building and development projects.

Requires that projects create or retain jobs in Minnesota (including construction jobs) and would not commence without tax increment financing assistance.

Sets construction start deadlines of July 1, 2016 for most projects and December 31, 2017 for housing development projects.

Extends the city's authority to collect tax increments from the Southdale 2 District through December 31, 2026.

Allows increments expended under this authority to remain classified as activities within the district rather than being pooled with other increments.
