Modifies motorized bicycle operator permits to require persons age 15 and older to pass an examination or complete an approved safety course and pass a written examination to operate motorized bicycles on public roadways without a valid driver's license.

Establishes a $2.50 fee for commercial learner's permits and reorganizes the fee structure for motorized bicycle permits, including permits before age 21 ($9.75) and renewal permits age 21 or older valid for four years ($15.75).

Requires the commissioner of public safety to provide driving skill examinations within 14 days of a requested appointment at the nearest examination location to the applicant's home address, effective July 1, 2014.

Directs the commissioner to ensure commercial drivers' licensure programs and policies conform with federal regulations under Code of Federal Regulations, title 49, part 383.

Appropriates necessary funds from the driver services operating account for fiscal year 2015 to implement the driving examination scheduling requirements and directs inclusion of related fiscal and performance information in the 2014 biennial budget submission.
