Changes Minnesota Statutes section 273.117 to allow assessors to adjust property values downward for real property subject to conservation restrictions or easements, rather than prohibiting such reductions.

Applies only when the conservation easement is for a conservation purpose as defined in section 84.64, subdivision 2, and is recorded on the property.

Requires the property to be used in accordance with the terms of the conservation restriction or easement.

Removes previous exemptions that excluded riparian buffer easements for water quantity or quality control and easements in counties that adopted farmland protection programs by referendum since 1999.

Effective beginning with assessment year 2014, for taxes payable in 2015.
