Amends Minnesota Statutes section 216B.36 to require incremental costs of public utility activities meeting local energy, conservation, or environmental goals to be recovered entirely from ratepayers within that city.

Applies only to cities of the first class located in counties with population greater than 1,000,000 where the utility's Minnesota corporate headquarters is located.

Costs covered include activities in franchise agreements or utility-city agreements that exceed or supplement comparable statewide goals.

Prevents utilities from spreading costs of city-specific energy goals to ratepayers in other service areas.
