Appropriates $1,804,000 for fiscal year 2015 and $6,025,000 for fiscal year 2016 from the general fund to the commissioner of human services for adult mental health grants, with the fiscal year 2016 amount becoming a permanent base adjustment.

Directs appropriated funds to increase community-based housing options with supports for persons with serious mental illnesses, using evidence-based practices such as permanent supportive housing.

Requires funding for housing support services including tenancy support, front desk coverage, and other housing supports for persons with serious mental illnesses that cannot be funded through other sources.

Allocates funds to employ housing support specialists within community support services programs to assist people with mental illnesses in finding, securing, and maintaining housing.
