Modifies biodiesel fuel blending requirements by delaying the 20% biodiesel mandate from May 1, 2015 to May 1, 2018 and removing October from the months requiring higher biodiesel content.

Creates permanent exemption for Number 1 diesel fuel from biodiesel blending requirements and adds exemption for generators tested and validated for use in jurisdictions without biodiesel mandates.

Removes references to nonresident frozen dairy manufacturers and reorganizes food handler licensing fee categories by eliminating the separate category for nonresident frozen dairy manufacturers.
