Amends Minnesota Statutes 2012, section 120B.12, subdivision 4a to restructure requirements for school district local literacy plans with a goal of every child reading at or above grade level by end of grade 3

Requires local literacy plans to include assessment processes for reading proficiency, parent notification and involvement, and intervention methods for struggling readers

Mandates plans identify staff development needs and provide programs to meet those needs

Requires plans describe explicit and systematic instruction in phonology and language decoding skills, and establish processes for determining and intensifying reading intervention strategies to achieve measurable progress

Requires plans include data supporting the effectiveness of assessments used to screen and identify student reading proficiency levels, and must be posted on the school district website
