Expands the Transportation Accessibility Advisory Committee's jurisdiction to advise on accessibility of all fixed regular route and special transportation services, not just special transportation services alone.

Establishes the committee as consisting of 15 members and a chair, with at least half being ADA-certified users of public transit in the metropolitan area.

Requires committee membership to include elderly persons, persons with disabilities, special transportation service users, and representatives of agencies serving elderly and disabled persons.

Designates the Council on Disability to make two committee appointments in consultation with the Metropolitan Council chair.

Effective the day following final enactment.
