Modifies cost of care calculation method for domiciliary and nursing care residents at veterans homes, requiring separate calculations for each resident type based on administrative costs, services, food, and lodging.

Establishes personal needs allowance for domiciliary residents at minimum $114 per month for January 1, 2015 through December 31, 2015, with commissioner to recommend adjustments in biennial budget requests.

Removes language limiting interest charges on overdue maintenance to charges incurred after May 1, 1990, allowing interest charges on all overdue maintenance per statute 334.01.

Clarifies that residents with payment agreements for overdue maintenance must maintain personal needs allowance at the amount specified in subdivision 2 rather than amounts in facility administrative rules.

Both sections effective the day following final enactment.
