Modifies the definition of "instruction" and "curriculum" to explicitly include applied and experiential learning, contextualized projects, and competency-based curricula.

Adds performance measure requiring school districts to report summary information about the effectiveness of applied and experiential learning and contextualized projects starting in the 2015-2016 school year.

Requires school districts by the 2014-2015 school year to help all students develop personal learning plans for achieving K-12 career and college readiness and successful transition to postsecondary education or employment, with annual reviews.

Prohibits school districts from requiring students to involuntarily select or pursue a specific career, career interest, or employment goals while allowing career exploration curriculum.

Directs the P-20 partnership to work with stakeholders including employers, postsecondary institutions, and state agencies to identify policy changes needed to develop a comprehensive career pathways and technical education system with competency-based curricula, sequential course offerings, and P-20 connections.
