Enacts the Uniform Electronic Legal Material Act as Minnesota Statutes chapter 3E, effective January 1, 2015.

Designates the revisor of statutes as official publisher of the Minnesota Constitution, Laws of Minnesota, Minnesota Statutes, and Minnesota Rules.

Requires official publishers to authenticate electronic legal material so users can verify records are unaltered from the official published version.

Establishes that authenticated electronic legal material is presumed accurate, with parties contesting authenticity bearing the burden of proof by preponderance of evidence.

Mandates official publishers preserve legal material electronically or in other forms, maintain backup and disaster recovery, ensure continuing usability, and keep materials reasonably available to the public on a permanent basis.
