Grants Ramsey County Housing and Redevelopment Authority the powers of a city under Minnesota Statutes sections 428A.11 to 428A.21 to establish housing improvement areas in Ramsey County.

Requires the Authority to send a copy of each housing improvement area petition to the city where the proposed area is located.

Mandates public hearings be held at least 30 days after the petition is sent to the city.

Prohibits the Authority from establishing a proposed housing improvement area if the city council adopts an opposing resolution within 30 days of receiving the petition.

Defines key terms including "Mayor" as the Authority chair, "Council" as the Authority itself, and "City clerk" as a designated Authority representative for purposes of applying existing housing improvement area statutes.
