Creates an 18-member Biomethane Task Force with representatives from state agencies, utilities, universities, biomethane companies, nonprofits, vehicle manufacturers, pipeline operators, local governments, and energy services companies.

Task force shall identify barriers to biomethane vehicle adoption by state agencies, private fleets, and individual drivers, and develop strategies to overcome those barriers over 3-, 5-, and 10-year timeframes.

Requires the Pollution Control Agency commissioner to analyze statewide biomethane generation potential, recommend penetration rate targets for different vehicle types and fleet categories, and assess environmental impacts and benefits.

Task force shall evaluate the feasibility of a pilot project collecting household organic waste to process into biomethane fuel, and if feasible, identify barriers and implementation recommendations including potential public-private partnership models.

Task force must submit findings and recommendations to legislature by December 1, 2016, and expires June 30, 2017.
