Amends Minnesota Statutes section 16C.138, subdivision 2 to modify state procurement policy language for vehicle purchases by the Department of Administration.

Removes the requirement that electric vehicles, plug-in hybrid electric vehicles, and neighborhood electric vehicles be priced no more than 10 percent above comparable gasoline-powered vehicles before the state purchases them.

Replaces the price comparison standard with a total life-cycle cost of ownership standard, allowing state agencies to purchase these vehicles when life-cycle costs are less than or comparable to gasoline-powered vehicles.

Applies to all solicitation documents issued after June 30, 2006 for passenger automobiles, pickup trucks, and vans.

Maintains the state's commitment to purchase electric and plug-in hybrid vehicles whenever practicable for at least five years after cost conditions are met and as fleet needs dictate.
