Modifies city formula aid calculations for 2015 and thereafter by using "formula aid" from the previous year instead of "certified aid" when calculating the difference between unmet need and prior year aid.

Adds new adjustment provision requiring that if a city's certified aid from the previous year exceeds the sum of its unmet need plus aid adjustment under subdivision 13, the formula aid is adjusted to equal the unmet need.

Changes payment in lieu of taxes distribution to organized townships by requiring payment only to townships with qualifying natural resources land, rather than paying all organized townships ten percent of the total county payment.

Removes pro rata distribution language that required apportionment of insufficient funds among townships and county general revenue fund.

First section effective for aids payable in calendar year 2015 and thereafter; second section effective July 1, 2014.
