Staggerers Metropolitan Council members' terms with even-numbered districts ending the first Monday in January of years ending in "7" and odd-numbered districts ending in years ending in "5," each serving four-year terms thereafter.

Requires Metropolitan Council members to be currently serving elected officials of a city, county, or town with at least 50 percent of their population within the council district, as determined by the most recent federal decennial census.

Declares a Metropolitan Council member's seat vacant if the member ceases to be a currently serving local elected official, while allowing compatibility of Metropolitan Council membership with local office.

Terminates all current Metropolitan Council members' terms (other than the chair) on the effective date and requires the governor to appoint new members following existing procedures, with even-district members serving through January 2017 and odd-district members serving through January 2019.

Applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, effective January 5, 2015.
