Amends Minnesota Statutes section 62V.06, subdivision 5 to modify MNsure's data-sharing policies for private and nonpublic data.

Requires MNsure to enter into data-sharing agreements with state or federal agencies and contracts with nongovernmental entities before sharing private or nonpublic data for identity verification, eligibility determination, premium processing, enrollment processing, or fraud investigation.

Mandates that data-sharing agreements must provide that Minnesota state law controls the treatment of data when it offers greater protection of data subjects' rights and privacy than the other state or federal agency's law.

Requires the list of authorized data dissemination and sharing to be included in the Tennessen warning provided to data subjects.

Requires state agencies to share private or nonpublic data with MNsure until July 1, 2014 only as necessary for identity verification, eligibility determination, premium processing, enrollment processing, or fraud investigation, contingent on a data-sharing agreement with MNsure.
