Permits the Department of Public Safety Commissioner to disclose driver's license, instruction permit, Minnesota identification card, and vehicle registration data in bulk form to authorized recipients for permissible uses under federal law (18 U.S.C. § 2721).

Allows the commissioner to impose fees for bulk data inquiries through requester's electronic means, with fee structure matching January 1, 2014 rates and not exceeding comparable fees charged on that date.

Requires bulk data inquiry fees to be deposited into either the driver services operating account or vehicle services operating account depending on record type, rather than split with the general fund.

Maintains existing provisions allowing individuals to consent in writing to disclosure of personal information otherwise protected under federal law for bulk distribution by organizations for business purposes including surveys, marketing, and solicitation.

Takes effect the day following final enactment.
