Defines "pollinator lethal insecticide" as an insecticide absorbed by plants that is lethal to pollinators, including neonicotinoids that affect pollinator central nervous systems and may cause paralysis or death.

Prohibits labeling or advertising annual plants, bedding plants, and nursery stock as beneficial to pollinators if they have been treated with systemic insecticides containing a pollinator protection box or pollinator/bee precautionary statement on the product label.

Requires detectable levels of the systemic insecticide to be present in the plant for the prohibition to apply.

Assigns the Commissioner enforcement authority under chapter 18J.

Takes effect July 1, 2014.
