Repeals authority for the commissioner of administration to enter into a long-term lease-purchase agreement to construct a new legislative office building on a specified St. Paul block.

Redirects unencumbered, unexpended, or unobligated funds from the $3,000,000 appropriation made in fiscal year 2014 to the Capitol renovation project instead of the legislative office building project.

Retains provisions for design-build delivery methods and selection committees for audio and video broadcast services infrastructure at the Capitol building and State Office Building.

Removes references to the new legislative office building from provisions governing facility design, construction, and equipping authority.

Effective upon final enactment.
