Requires the commissioner of transportation to select pavement materials with a minimum design life of 20 years for applicable trunk highway projects

Defines applicable projects as those categorized as major construction, reconstruction, reconditioning, or resurfacing that add, remove, or replace more than two inches of pavement surface layer

Applicable projects must involve more than two miles of roadway on two-lane roads or more than 30,000 square yards of paving on multilane roads, with a notable portion having an International Roughness Index of 170 inches per mile or greater

Prohibits the commissioner from considering the lifespan of pavement following planned maintenance or repairs when determining design life
