Establishes a state goal that pipeline routing permits be issued or denied within 150 days of permit application submission.

Requires the Public Utilities Commission to establish management systems to achieve the 150-day permitting goal and submit semiannual efficiency reports on February 1 and August 1 each year.

Mandates that permitting delay reports identify specific causes separately, including applicant responsiveness, staff shortages, scientific or technical disagreements, and public engagement levels.

Requires the Public Utilities Commission to notify applicants within 30 business days beginning July 1, 2015 whether applications are complete or incomplete, with detailed enumeration of any deficiencies.

Directs the Public Utilities Commission to evaluate existing pipeline permitting processes to identify and eliminate unnecessary, repetitive, or duplicative procedures that cause delays.
