Adds "disposable sealed placards" containing all 75 bingo letter/number combinations as approved gambling equipment, with required Minnesota symbol imprint.

Creates "hot-ball bingo prize" as additional prize awarded when the last number called matches a pre-designated number, available to all players at no extra cost, with maximum prize of $500 per bingo occasion.

Allows merged organizations with at least one active gambling license to be considered as existing for three years if other requirements are met.

Increases total bingo occasion prize limit from $3,800 to $4,800 when cover-all or cover-none games are played.

Permits debit cards for gambling purchases while prohibiting checks; allows linked bingo game providers and manufacturers to provide up to $250 annually in promotional materials; requires identification for electronic pull-tab cashouts of $600 or more.
