Expands disability parking eligibility to include custodial parents or guardians of permanently physically disabled legal wards, in addition to disabled minors.

Allows vehicle owners to apply for and receive a temporary 30-day permit immediately while their disability plate application is processed.

Updates disability parking space signage requirements to specify that vehicle identification is required, vehicles must be centered to the sign, and violators face fines up to $200.

Clarifies that non-disabled drivers may operate vehicles with disability plates when transporting disabled persons with owner consent, or when the driver is a parent/guardian transporting a disabled minor or legal ward.

Makes signage requirement changes effective August 1, 2014, applying to signs as they are first installed or replaced after that date.
