Modifies the definition of "arrears" in child support law to reference section 518A.26, subdivision 3, instead of defining it as amounts past due.

Allows courts to order specific monthly payback amounts toward arrears instead of the default 20 percent withholding rate for child support obligors in arrears.

Clarifies that when a court orders a specific monthly payback amount, employers and payors of funds must withhold that specific amount rather than the standard 20 percent of the monthly child support obligation.

Removes the requirement to use additional income withholding under section 518A.53, subdivision 10 to enforce past support or pregnancy and confinement expenses when an obligor has specific court-ordered repayment terms, unless the obligor fails to comply with those terms.
