Adds university-affiliated children's hospitals to the list of facilities excluded from a ten percent fee-for-service payment rate reduction for inpatient hospital services occurring between September 1, 2011 and June 30, 2015.

Exclusion applies to university-affiliated children's hospitals whose inpatients are predominantly under 18 years of age, along with other already-excluded facilities such as long-term hospitals and children's hospitals.

Exclusion for university-affiliated children's hospitals is effective for admissions occurring on or after July 1, 2012.

Amends Minnesota Statutes 2012, section 256.969, subdivision 3c, with retroactive effective date of July 1, 2012.
